Mrs. Shirley Brooks

Representing District 1:

Shirley Brooks has been representing District 1 since 1999.  Ms. Brooks is the Executive Director of The Jessamine Place. Ms. Brooks served as the GSBA District 13 Director, has been a member of the GSBA Governmental Operations Committee for six years, served on the Governor's Education Task Force, Cost Model Subcommittee, and as Vice Chair of the Georgia Consortium for Adequate School Funding.

Mr. David Garrison

Representing District 2: 

David Garrison is a new board member who started representing District 2 in January of 2023 and has served for one year on the FHSCCA board of directors as an employer representative. He has also attended many educational summits as an employer rep. Mr. Garrison is the HR/Safety/Environmental Director for Southern Veneer Products and has been employed there for 13 years and previously worked for  15 years at Shaw Industries in maintenance, supervision and facilitated the behavioral based safety program. He has been married to his wife, Elida Garrison, for 28 years and is the father of Lanie and Elian, an 8th grader and a 12th grader, both of which play for their Hurricane soccer teams.

Mr. Tyler Clemons

Representing District 3:

Tyler Clemons is a new Board Member as of January, 2023.  Mr. Clemons is a Right-Of-Way Specialist for Georgia Power Company.  Mr. Clemons has a Dual Bachelor’s Degree in Forestry and Wildlife Management as well as a Master of Forest Resources from the University of Georgia.  Mr. Clemons is a Registered Forester for the State of Georgia.  Mr. Clemons is married to Leslie Clemons, and they have two children, Lexie Lee (10) and Logan (8), both enrolled in Ben Hill Elementary School.  Mr. Clemons is also a member of First Baptist Church, where he proudly serves on the deacon body and teaches 4th and 5th grade Sunday School.

Mrs. Theresa Mobley Davis

Representing District 4

Theresa Davis has been representing District 4 since 2004.  Ms. Davis is employed with Mediacom Communications for over 29 years. Ms. Davis currently serves on the GSBA Board of Directors for District 13 and as theDelegate for Ben Hill County at the GSBA Delegate Assembly.

Mr. Jeremy Cox

Representing District 5

Jeremy Cox began representing District 5 in January, 2021.  Mr. Cox is the Pastor of DeBerry Baptist Church and is a disciple of Jesus Christ and loves serving others.  Mr. Cox is married to Sabrina Cox and they have twin boys, Griffin and Nathan, who are currently in the 9th Grade at FHSCCA.  Mr. Cox is also a Veteran having served in the United States Marine Corps.

Mr. Kenneth Palmer

 Representing District 6

Kenneth Palmer began representing District 6 in January, 2021.  Mr. Palmer is a Counselor for the Wilcox State Prison.  Mr. Palmer has a Bachelors in Political Science form Valdosta State College and a Masters in Public Administration from Troy State University.  Mr. Palmer is a member of the New Life Community Church.  Mr. Palmer is also a member of the Fitzgerald Grand Homecoming Board and the NAACP.

Mr. Andy Johnson

Representing District 7: 

Andy Johnson is a new Board Member as of January 2023 representing District 7. Mr. Johnson is the Market Executive for Pineland Bank and has been in the banking and finance industry for the past 18 years. Andy holds a Bachelors Degree in Business Administration from Georgia Southern University. Mr. Johnson and his wife, Mandy, have three children: Kelsey is a fifth grader at BHES, Drew is a first grader at BHP and Ashlynn is in prek at BHPK. Andy is a member of Central United Methodist Church. He enjoys community activities, the great outdoors and spending time off with his family.
