Federal Programs

  • The mission of Federal Programs is ​to provide technical assistance, program monitoring and resources to local educational agencies (LEA) to ensure that all children have an opportunity to obtain a ​high quality education and to achieve proficiency on the state's high academic achievement standards.​

    Title I, Part A- Improving the Academic Achievement of the Disadvantaged

    The Title I, Part A Technical Assistance and Monitoring unit provides technical assistance, resources, and program monitoring of local education agencies to ensure that all children have an opportunity to obtain a high quality education and to achieve proficiency on high academic standards.​ ​

    Title I, Part A is a part of the Elementary and Secondar​y Education Act of 1965 as amended by the Every Student Succeeds Act (ESSA). This Act provides federal funds through the Georgia Department of Education to local educational agencies (LEAs) and public schools with high numbers or percentages of poor children to help ensure that all children meet challenging State academic content and student academic achievement standards.  

    LEAs target the Title I, Part A funds they receive to public schools with the highest percentages of children from low-income families. These funds may be used for children from preschool aged to high school. Title I, Part A is designed to support State and local school reform efforts tied to challenging State academic standards in order to reinforce and enhance efforts to improve teaching and learning for students. Title I, Part A programs must be based on effective means of improving student achievement and include strategies to support parental involvement.   

    Under Title I, Part A local educational agencies (LEAs) are required to provide services for eligible private school students, as well as eligible public school students. These services must be developed in consultation with officials of the private schools. The Title I services provided by the LEA for private school participants are designed to meet their educational needs and supplement the educational services provided by the private school.​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​ 

    The Title I, Part A Program division provides technical assistance, resources, and program monitoring of LEAs to ensure that all children have an opportunity to obtain a high quality education and to achieve proficiency on high academic standards.


    Title I, Part C Education of Migratory Children


    Migrant Education Program: The Migrant Education Program (MEP) is a federally funded program designed to support comprehensive educational programs for migrant children to help reduce the educational disruption and other problems that result from repeated moves.

  • Title II, Part A Supporting Effective Instruction Grant

    The mission of the GaDOE Title II, Part A Program ​is to provide technical assistance, resources, and program monitoring to local education agencies in support of the United States Department of Education's (ED) Title II, Part A Supporting Effective Instruction Grant's purpose of increasing academic achievement by improving the effectiveness of teachers, principals and other school leaders.

    Title III, Part A - Language Instruction for English Learners and Immigrant Students

    Title III, Part A: Language Instruction for English Learners and Immigrant Students of the Elementary and Secondary Education Act of 1965 as Amended under the Every Student Succeeds Act (ESSA) P.L. 115-141, enacted March 23, 2018, awards subgrants to eligible Local Education Agencies (LEA) “to help ensure that English learners (ELs), including immigrant children and youth, attain English proficiency and develop high levels of academic achievement in English." [Sec. 3102 (1)]

    Title III, Part A EL Language Programs are a variety of supplemental services and activities provided to EL students, their teachers, and their families beyond the schools' legal obligations to English learners and their limited English proficient parents. All Federal Program services are provided within the Systems of Continuous Improvement framework.

    Title IV, Part A - Student Support and Academic Enrichment

    A​uthorized in December 2015, the Every Student Succeeds Act (ESSA) introduced a new block formula gr​ant under Title IV, Part A with a wide range of allowable uses. Title IV, ​Part A, Student Support and Academic Enrichment (SSAE) grants are intended to improve students’ academic achievement by increasing the capacity of States, LEAs, schools, and local communities to:

    1. provide all students with access to a well-rounded education,
    2. improve school conditions for student learning, and
    3. improve the use of technology in order to improve the academic achievement and digital literacy of all students. (ESEA section 41​01).

     

    Title V-B Rural Education Initiative

    The Rural Education Initiative (previously Title VIB) is designed to assist rural school districts in using Federal resources more effectively to improve the quality of instruction and student academic achievement.   It consists of two separate programs – the Small, Rural School Achievement (SRSA) program and the Rural and Low-Income Schools (RLIS) program.  The RLIS program is an initiative that provides grant funds to rural LEAs that serve concentrations of children from low-income families. Under the RLIS program, the U.S. Department of Education awards funds by formula to State Education Agencies (SEAs) to provide subgrants to eligible LEAs to support a range of authorized activities to support student achievement in order to meet the State’s definition of adequate yearly progress.  Ben Hill County School District normally receives funding under the RLIS program each year.
